The programmes will consist of the
following four programme components:
Advocacy is the overarching theme
of this programme, which is meant to empower Ugandan stakeholders - through
the modes of delivery: information dissemination, capacity-building and
research - to come up with their own informed positions, so that they are
enabled to undertake policy advocacy themselves. ACTADE's roles under the
advocacy component are those of a mobiliser of Ugandan stakeholders to
engage in advocacy so that the voices of the poor can be heard; to act
as a broker and catalysts of the diverse interests of the different Ugandan
stakeholders; as well as the vehicle which effectively feeds generated
advocacy positions into the relevant policymaking processes. For mobilising
Ugandan stakeholders, ACTADE will use its information dissemination tools
and sensitisation workshops . ACTADE will also work with the press, for
example by issuing press releases and encouraging public discussion on
topical issues that affect Uganda. The main tool for brokering policy positions
and recommendations is to involve relevant actors in issue-specific and
output-based policy dialogue, so that they can make their voices heard
and finally reflected in policy advocacy agendas; as a vehicle for forwarding
the agreed policy positions, ACTADE will represent Ugandan stakeholders
in the respective policymaking fora – nationally and internationally –
and prepare and table policy briefs and policy recommendations based on
the outcomes of the policy dialogues.

Information
Dissemination
Information generation and dissemination
are vital to enhancing the capacities of the stakeholders in national policy
development and advocacy, as well as to mobilise stakeholders to engage
in policy advocacy. It is the responsibility of ACTADE to ensure that information
generated through this programme is being disseminated as widely as possible.
ACTADE will use the following dissemination tools:

THE GUIDE - Economic Development
Magazine in Uganda
ACTADE will use the monthly magazine
to disseminate policy-related information to all beneficiaries targeted
by this programme – also including other international and regional
development partners. It will be sent out electronically, but also by mail
for those who do not have internet access. It will contain up-to-date information
on trade policymaking processes at all relevant levels, including, inter
alia, opinion pieces, news, technical information on specific trade issues,
and a calendar. It will also be used for direct advocacy, for example by
publishing outcomes of the policy dialogues held under the advocacy component.

The Website
The website (http://www.actade.org)
provides information to those who can access the internet. ACTADE publishes
on its site all issues of THE GUIDE magazine; ACTADE research; policy positions
and recommendations emerging from ACTADE policy dialogues; in-depth information
about ongoing policy debates at relevant levels; a comprehensive collection
on, or links to, key literature, other documents, websites, etc.

Resource Centre
ACTADE will set up a compilation
of all relevant and available trade-related documents, including THE GUIDE
magazine, other ACTADE papers, recommended literature from external sources
(NGOs, IGOs, academia, etc.), technical and legal documents (PEAP, Uganda
Poverty 2005, PMA, Trade Policy, etc.), and other documents
of interest to various stakeholders dealing with trade and development-related
issues.

Capacity Building
& Training
ACTADE’s work in the area of capacity
building supports those working on issues relevant for sustainable development.
ACTADE will hold sensitisation workshops aimed at raising the awareness
of all stakeholders with potential interest in the budget and social accountability
– including government, civil society and the private sector at district
and national level - which will address the budget and its relationship
to development and poverty eradication. Also, ACTADE will organise in-depth
training seminars on specific economic development -related issues, including
selected participants – depending on the need, interest and topic. ACTADE,
using its role as a catalyst and coordinator of this initiative, will involve
partnerships and co-ordination in related activities undertaken by other
civil society organisation and international organizations and others as
capacity building providers, to come up with a consistent and coherent
approach to capacity-building in Uganda on the issues of the budget and
economic development.

ACTADE will undertake research in order
to support its policy dialogue process, to generate knowledge and data
necessary for substantiated policy advocacy. Research will take the forms
of, inter alia: case and impact studies, policy papers, legal and economic
research papers. Research will be a good basis for presenting issues from
an informed perspective. It is important that civil society and other Ugandan
stakeholders have the necessary information on the economic implications
of budget specific issues. ACTADE studies will cover these issues
and disseminate the findings of the research to stakeholders so that they
can take informed positions on specific issues. Some of the research will
not be conducted in-house but instead ACTADE will commission research to
those academics and researchers with proven expertise in the research topic
at issue. Preferably, ACTADE will use its network comprising researchers
from Uganda or the East African region.
